Changes to Scottish EPC Regulations Delayed Until 2027


Last year, a major overhaul of Energy Performance Certificate (EPC) regulations was announced, with changes expected to come into effect in Scotland on 31 October 2026.

That deadline has now been postponed.

A statement published by The Scottish Government today confirms the changes will not take effect until the second half of 2027, aligning with the UK government‘s decision to delay reforms in England and Wales.

For now:
• The 2008 EPC regulations remain in place
• The current EPC system continues
• Planned transitional arrangements are paused

A revised timeline will not be confirmed until the UK Government agrees next steps with industry and the Scottish Government. This is unlikely to happen until after the Scottish Parliament election in May.
